Safety Management System Specialist

JOB PURPOSE 

BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia.  We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

The Safety Management System (SMS) Specialist is responsible to the Safety Management System (SMS) Senior Specialist and will be a focal point for safety management issues affecting the Typhoon Fleet. Additional responsibilities extend to assisting the SMS Senior Specialist in establishing and maintaining a Directorate of Aircraft Maintenance (DoAM) Typhoon Safety Management System (SMS), Hazard Management System (HMS) and Error Management System (EMS).

The Job Holder will specific responsibility for monitoring and coordinating activities related to the maintenance of the HMS and EMS to ensure compliance with RSAF policy and requirements. This role is located within the Royal Saudi Air Force (RSAF) Typhoon Support Centre (TSC) at King Fahad Air Base (KFdAB), Taif.

The TSC has evolved from a concept organisation which was originally structured to support 24 Typhoon aircraft in a training role at KFdAB. It has subsequently become a multi-disciplinary and mature team that actively manage an ever-increasing fleet across multiple bases and deployed locations in both training and operational roles.  As the fleet matures/ages there is increasing focus upon the support to capability insertion (i.e. modifications and Equipment Authority [EA] changes); obsolescence; and developing maintenance requirements (i.e. Scheduled Maintenance and Upgrade [SMU]) in addition to safety culture and safety management related challenges. The SMS Specialist will be instrumental in supporting the maturity of the Through Life Management Plan (TLMP) and the Safety Management Plan (SMP), ensuring that all management of change activities are adequately controlling identified risks and emerging safety issues.

JOB ACCOUNTABILITIES

The jobholder will be responsible to the SMS Senior Specialist for the following activities:

  • Assisting the SMS Senior Specialist to establish and maintain a DoAM (Typhoon) Safety Management System (SMS), Hazard Management System (HMS), and Error Management System (EMS) in support of Typhoon operations.

  • Assisting the SMS Senior Specialist with the maintenance of all Safety Management Plan (SMP) requirements, including its periodic review.

  • Assisting the SMS Senior Specialist in the maintenance of the Hazard Log, as part of the HMS.

  • Identification of the HMS/EMS Stakeholders and coordination of all activities required to assess hazardous occurrences and progress mitigation targeted at preventing an occurrence or recurrence of the event.

  • Maintenance of the ‘Action logs’ associated with the SMS; HMS; and EMS.

  • Perform audits focusing on safety management maturity and investigate perceived/identified safety deficiencies in the delivery of the TSC service.

  • Production of routine and ad hoc reports as required by the SMS; HMS; and EMS including safety statements and safety case reports.

  • Implementing safety management activities to support operational requirements of the Maintenance Squadrons.

  • Performing the role of scribe to safety meetings, including Safety Response Group (SRG) meetings, ensuring decisions are documented and that a clear auditable trail is established for decisions and recommendations.

  • Champion safety culture development initiatives across the DoAM (Typhoon) organisation focusing on communications, awareness, lessons learnt and training.

  • Communicate safety issues to stakeholders through formal processes including meetings, briefing, newsletters, General Awareness Feedback (GAF) etc.

  • Providing advice and guidance to stakeholders to ensure that all safety management requirements are effectively met.

  • Providing management and support to structured On-the-Job training for RSAF and/or BAES safety team members, in the form of training, coaching, work experience and mentoring as appropriate.

  • Reviewing and authorship of policy and processes within the SMS Team.  With the increasing maturity of the SMS and TSC there is a greater reliance upon formal processes.

  • Identification and analysis of improvement opportunities where appropriate.

  • Working within SMS and QMS Team the jobholder will be required to perform general tasks as directed the SMS Senior Specialist, Safety and Quality Manager, and/or higher authority.

  • Undertake additional, reasonable tasks as directed by the TSC and RSAF management teams.

 

RECRUITMENT SPECIFICATION

Essential

  • Educated to degree (or equivalent) in an aeronautical/engineering subject.

  • Relevant, appropriate and practical experience and understanding of SMS.

  • Relevant and appropriate experience gained from working in a high hazard industrial sector (i.e. aviation, defence, nuclear or equivalent).

  • Demonstrated knowledge of SMS and product safety principles.

  • Practical experience delivering Risk Assessments.

  • Good knowledge of international safety management standards and regulations from high hazard industry sectors (i.e. EASA, ICAO, GACA, COMAH).

  • Experience writing safety reports.

  • Strong skills with general IT software tools including MS Office.

  • Strong analytical and problem-solving skills.

  • Level of knowledge and understanding of operational error management.

  • Effective presentation skills.

  • Excellent communication skills (written and oral).

  • Tact and discretion necessary to deal with sensitive information.

  • Ability to work under own initiative.

Desirable

  • Experience with the Typhoon or other fast jet platform.

  • Experience delivering safety management activities within a maintenance or design environment.

  • Completed SMS, Risk Assessment, Safety Case or Product Safety related training.

  • A working knowledge of:

    • Using multiple hazard identification techniques (i.e. Bow-Tie, SWIFT, What-If, HAZID).

    • Safety case production and the development of safety arguments.

    • Hazard Logs and Risk Registers.

    • Human factors engineering and analysis.

    • Delivering audits.

    • Delivering safety management related training.
