Recruitment Specialist
experienced Recruitment Specialist to lead IT and
technical hiring across contracts in Qatar. This is a
hands on, delivery focused role for someone used to running a
live requisition load at pace, managing multiple vacancies
concurrently, sourcing and engaging passive technical talent and
building pipelines that hold up against demanding, time
sensitive customer hiring timelines. The successful
candidate will act as the trusted point of contact for
their hiring managers, not just filling roles, but owning
the relationship, anticipating pipeline risk and being
someone the client can rely on to tell them the truth
about market conditions and timelines. This role directly
impacts contract margins and is responsible for negotiating
candidate offers in a way that protects margin without
compromising BSL’s ability to win and retain talent.
Own end-to-end recruitment
delivery for assigned technical vacancies across BSL
contracts.
- Build and run direct
sourcing strategies, headhunting, market mapping,
networking and referrals to engage passive technical talent
across local, regional and international markets. - Maintain live, active
pipelines against forecast and in year demand, not just
open requisitions. - Act as the primary trusted
contact for assigned hiring managers, providing
proactive, honest updates on progress, risk and market
conditions. - Screen and assess
candidates against technical and competency based
criteria, coordinating interviews and managing candidate
experience throughout. - Work with full visibility
of applicable rate cards and contract margins for
assigned vacancies, using this to inform sourcing strategy
and candidate targeting from the outset not just at offer
stage. - Escalate
early where market rate expectations conflict with contract rate cards,
proposing options (banding, package structuring, role scoping) rather than
simply reporting the gap. - Understand
BSL’s commercial model well enough to explain, where appropriate, how candidate
pay rate, invoice rate and internal costs interact and protect that structure
in every negotiation. - Flag
any pattern of margin erosion across a role type or client account, not just
individual cases, so pricing or sourcing strategy can be adjusted. - Support
offer negotiation, security clearance/vetting coordination, onboarding and
mobilization. - Maintain
full, accurate recruitment records in Zoho Recruit in real time. - Operate
within each respective jurisdictional labor law, government contract
governance and BSL recruitment compliance standards. - Contribute
to market intelligence, salary bench-marking, talent availability and competitor
activity to support workforce planning conversations with clients. - Identify
opportunities to extend BSL’s footprint within existing contracts, additional
roles, adjacent departments or scope growth and flag these commercially rather
than treating them purely as requisitions. - Manage a high volume, concurrent vacancy load
without loss of pace or accuracy.
Requirements
Essential
- Minimum
3-5 years’ recruitment experience within IT, cyber security or related
technical disciplines. - Proven
track record sourcing and placing mid-to-senior level technical/cyber
professionals. - Strong direct sourcing, headhunting and market mapping
capability specific to IT/cyber talent markets - Experience
working within government, defense or other regulated/security conscious client
environments. - Comfortable
working with rate cards, margin structures and commercial data as a routine
part of the role. - Experience
negotiating candidate offers within a fixed margin or rate framework - Excellent
communication skills in English; strong stakeholder management and relationship
building skills. - Proficiency
in Microsoft Office and recruitment systems (Zoho Recruit preferred). - Understanding
of Qatar labor market dynamics and recruitment practices. - Ability to manage a high volume, concurrent
vacancy load at pace without loss of accuracy
Desirable
· Arabic
language skills.
· Familiarity
with operating with the operating rhythm of managed service delivery into
government or defense clients.
· Recruitment
experience within Qatar specifically.
· Familiarity
with security cleared recruitment and pre-employment screening/vetting
processes.
· Experience recruiting within aerospace, defense or other regulated contract
environments.
