Programme Manager Avionics Asset Availability

JOB PURPOSE 
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia.  We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

As the Project Manager, the Job Holder is responsible to the Head of Programme for defining, planning, managing and delivering the asset availability in support of Improving Aircraft availability to meet both customer and business requirements.  The Job Holder will be responsible for managing all aspects of off-base supply chain, highlighting and delivering improvements to the supply chain to improve A/C availability. As programme manager for Avionics will be responsible for leading and delivering all improvements for the Avionics Value Stream.

The key aspect of this role will focus on the delivery of the Critical Assets and reducing holes in A/C by range and scale, operating closely with and providing expert leadership to other functional areas to ensure that the total capability delivered is fit for purpose.  The Asset availability is the single most important requirement for the customer (RSAF and BAESSA) with respect to the Programme and is a critical element to the future sustainment of the SALAM fleet.

The Job Holder will ensure that all aspects of the project are fully defined to ensure customer requirements are achieved in accordance with all business and commercial criteria, as well as company policies and procedures.  In doing so the PM will develop and maintain project plans and budgets which will deliver to customer and business needs, ensuring that these plans are consistent with overall programme needs, and that specific deadlines and milestones are agreed and communicated to all parties involved.

The Job Holder will lead, control and monitor the project so that it is delivered to agreed time, cost and quality requirements, regularly reviewing and reporting on progress against plan and, where necessary, intervening to resolve issues which threaten delivery to plan. To achieve this, it will be necessary to ensure that the project adheres to all policies and procedures and that they are carried out in such a way as to minimise risk and maximise opportunities.

The delivery of the role will typically be through the management of a sizeable team of PM Managers and Professionals or is delivered as an individual contributor with significant subject matter expertise in a key PM discipline (capability lead).

The Job Holder will need to manage the project to ensure that the project achieves all its objectives especially assigned relationships with major suppliers and sub-contractors to ensure all contracts are delivered and that issues are effectively addressed. To undertake this role, the PM will need to ensure the project team possesses the required resources and capabilities to effectively deliver the project in line with all requirements and that staff are led, developed and motivated to ensure they are aware of and capable of meeting their accountabilities. To fully achieve this there will be a need to liaise with all functions relevant to the delivery of assigned projects to build an integrated project team and to enable the achievement of project objectives.

The role requires the application of Project Management skills covering the entire project lifecycle. The position is to lead the project by ensuring the technical support through direct and indirect management of the team (both in the UK and KSA) in the delivery of solution. In the Prime Contractorship role, a significant aspect of the job will be the management of interfaces between several sub-contractors with the added complexity of potential significant In Country Industrial Participation and in the case of KSA, Saudisation.

An important part of the PM role will be to conduct post-project appraisals and ensure “lessons learned” dissemination across other business teams.

The job holder will hold the BAE Systems Saudi Arabia delegated Project Management Governance from the Project Management Authority and be responsible for the project team for the application and compliance with the BAE Operational Framework, PM functional processes, including LCM and on all projects and tasks. Specifically Planning, Monitoring and Control; Risk and Opportunity Management, Performance Management particularly Earned Value Management (EVM) and Life Cycle Management, Bid Status and Phase and Contract Reviews.

The post holder will delegate specific authority where appropriate to other functions of the project team.

JOB ACCOUNTABILITIES
The job holder will hold the BAE Systems Saudi Arabia delegated Project Management Governance and be responsible for the Project Teams compliance with the BAES Operational Framework.

To lead and direct the Project Team in the maintenance, understanding and agreement of the Customer’s specific and derived Requirements and the delivery of an optimum solution to meet those Customers intended operational need.

To lead the project management team in the successful implementation of the ‘right’ partnering team to fulfil the requirements and oversee the management and flow down of requirements to the Sub-Contractors and ensure that the overall technical proposals provided an Integrated Solution that will fulfil the Customers’ expectations. This will be accomplished using the PCL leadership and behaviours and Project Management Capability.

Accountable to the Head of Asset Availability & SC Technical Support for the overall integration of the Avionics Value Stream to support the sustainability of Typhoon Fleet. Ensuring that:
Planning, Monitoring and Control
o    Requirements and acceptance activities are carried out in an effective manner through implementation of agreed processes and Plans.
o    Project Management Processes required to deliver the Avionics Assets are effectively and appropriately employed.
o    Project Management processes such as those documented in the Quality Management System and the Project management Functional             Governance Manual are adhered to.
o   Provide the prime solution interface with the customer to support the delivery of both customer needs and business requirements. 
o   Provide a delegated coordinating design authority role, co-ordinating internal and external design authorities, ensuring that all relevant              factors, including quality and safety, are fully accounted for through the implementation of the agreed engineering & safety Management          Plans.
o   Manage the interface between subcontractors employed on the project and ensure the facilities are designed, constructed tested and                commissioned to the requisite standards in Storage, Handling and processing of Munitions to the appropriate UK Regulations.
o  Risk and Opportunity Management.
o  Manage the project risk plan.
o  Continually assess and analyse the risks on PREDICT!
o  Identify new risks and appoint risk owners where risk best lies: adopt a joint risk register.
o  Manage the retiring of risks and release of contingency
o  Identify and manage opportunities to the benefit of the project.
o  Performance Management 
o  To regularly review against agreed standards the performance of the team and subcontractors carrying out the work to ensure that                     Customer needs are met within the correct and current safety parameters by continually assessing against the Bid documentation and               Phase reviews.
o  To monitor subcontractor performance in the handling of issues arising in the UK and KSA.
o  To manage and control project costs and report on spend against progress.
o  Employ Earned value management to measure sub-contractor performance to identify variance to plan and to take measures to bring                performance back in line with the plan.
o  Represent monthly updates to PRS and report progress at CSR reviews. 
o   Life Cycle Management.
o  Ensuring the project meets the requirements of the LCM Documents and associated Project Management Plans.
o   Undertake Phase Reviews as planned.
 

RECRUITMENT SPECIFICATION

Essential

o  The role typically requires a degree in Project Management or related discipline. 
o  Prime Contracting Experience
o  Knowledge and experience of Business with KSA or Middle East and their culture
o Extensive Project Management expertise within the industry/sector knowledge (Extensive proven experience in a senior position); leading           significant and diverse projects, with an understanding of all parts of the business lifecycle from business winning and bid work through to       in-service support and disposal.
o   Customer and Supplier relations 
o    Experienced as member of Management Team in large multi-national complex Project
o   Extensive proven overall Project Management experience with specific proven experience in a senior Project Management role.

RECRUITMENT

o   Ideally APM/PMI accredited
o  Extensive experience across all phases of lifecycle including Phase Reviews, Design Reviews and Contract Reviews.
o  Experience of the development and application of project management processes including, organisational design, and information                   management Risk and Opportunity management and functional governance.
o Experience in resource management.
o  Application of cost control measures including EVM, configuration management measures and EVM
o  Experience of leading large or diverse project teams and resolving complex project problems whilst managing customer expectations
o  Experience in managing Customers and Suppliers
