JOB PURPOSE 

BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia.  We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

Responsible to the Research and Development (R&D) Section manager to provide day to day Avionics Engineering advice to RSAF Officers in all matter pertaining to avionics systems and equipment. Responsible for overseeing the implementation of avionic upgrade projects including performing analytical, design, integration, test and instructional tasks in the field of avionics engineering. Provides BAE Systems CMS Line Management within RSAF HQ for ten professional grade direct reports.

JOB ACCOUNTABILITIES

• Analyses evaluates and devises solutions for problems relating to civil and military avionics systems, including communication, navigation, radar, instrument, reconnaissance, electronic warfare and weapon delivery systems.

• Creates original designs for minor changes to existing systems to improve reliability, maintainability or performance.

• Evaluates the design of proposed new systems and equipment or changes to existing systems and equipment to determine that design criteria have been met.

• Participates in research, development and implementation of programs to improve safety, reliability and maintainability of avionics systems, subsystems and components.

• Create Statement of Requirement (SoR), Statement of Work (SoW) and Engineering Plans for the procurement and modification of aircraft, training and support equipment.

• Reviews vendor specifications, SoWs and test plans for new or modified avionics systems or equipment.

• Recommends tests to be performed to verify performance to specification requirements.

• Monitor test programmes and evaluate/analyse test data to identify problems and/or to verify performance.

• Provides advice, guidance and instruction to engineers and aircrew in the field of avionics.

• Provides advice and assistance to other RSAF departments in matters relating to RSAF aircraft and procedures.

• Provide a primary point of contact for all RSAF avionics issues to industry and Air Forces.

• Recommends improvement/upgrade programs for RSAF aircraft avionics systems or equipment.

• Prepares RSAF staff correspondence (reports, letters, presentations etc.) to applicable organisations, internal or external to the RSAF, on avionics systems issues.

• Accompanies RSAF officers to briefings and meetings involving avionics or equipment development programs both inside and outside the Kingdom.

• Communicate at a senior level within RSAF HQ, RSAF bases, UKMOD, USAF, Contractors and Vendors.

• Prepares specifications and advises on acquisition of new airborne Avionics equipment.

• Reviews, monitors, evaluates and provides technical advice for all aspects of avionics equipment performance, engineering, maintenance and support.

• Ensure testing is conducted in accordance with prepared procedures and plans.

• Coordinate with specific systems engineers and prepare detailed reports on test programmes undertaken.

• Ensure procedures, plans and test reports are accurate and are checked, filed and maintained in a satisfactory manner.

• Participate in the acceptance testing of aircraft and support equipment.

• Evaluate and provide recommendations on major defect and aircraft incident reports and provide support to accident investigations.

• Evaluate and perform cost benefit analysis of improvement initiatives.

• Progress authorisations of engineering modifications under RSAF Engineering Authority.

• Progress approval of engineering modifications through external design organisations and technical authorities.

• Provide Line Management functions for BAE Systems CMS employees including Leave Management, Recruitment, Temporary Duty & Expense Approvals, Training coordination, Personnel Development, Disciplinary actions, Mentoring, dissemination of Company Policy & Communications, Time Sheet coordination and IT request approvals.

• Provide direct coordination with RSAF Senior Commanders (Directors) on BAE Systems CMS Manpower matters.

RECRUITMENT SPECIFICATION

Essential

• Qualified in Electronics Engineering (or related field) to Degree level. HND/HNC or equivalent with suitable experience is acceptable.

• Seasoned professional manager with extensive experience in the design, development, integration and test of civil and military avionics systems and equipment.

• A good all-round awareness and knowledge of all RSAF aircraft and avionics systems, maintenance management, statistical, analytical and presentation techniques.

• Familiar with design procedures and industrial processes. Knowledge of general supply, management and aircraft servicing techniques is mandatory.

• A good all-round awareness of International Civil Aviation Organisation (ICAO) Communications Navigation and Surveillance/ Air Traffic Management (CNS/ATM) requirements as applicable to civil and military aircraft.

• Fully conversant with concepts of maintainability, reliability, system diagnosis and failure modes.

• A good all-round awareness of military aircraft including drawings, maintenance and logistics management.

• A thorough knowledge of BAE Systems Policies, Processes and Procedures.

• Have a good command of the English language in both written and verbal communications.

• Must be computer literate with the ability to produce a high standard of staff letters, briefs, presentations and plans.

• Ability to communicate effectively at a senior level.

Desirable

• Chartered Engineer status.

• Extensive knowledge of the RSAF organisation with practical experience of applicable procedures and processes.

• Sound knowledge of the RSAF Quality System, procedures and policies to include working knowledge of Quality programmes /procedures at base level.

• Experience in the management, installation, commissioning, handover and maintenance of small and/or large projects containing significant avionics systems.

• Previous background as an Engineering Officer or Senior Non-Commissioned Officer (SNCO) in a military environment with experience at Command HQ, Ministry of Defence or Company level involving staffing of avionics policy and its implementation.
