JOB PURPOSE:

Responsible for the Typhoon Technical Instructions in support of the Typhoon Fleet based within the Typhoon Support Centre (TSC).  The role of Technical Instructions Specialist is to ensure that all Technical Instructions are in order, to ensure that the RSAF Typhoon fleet can be effectively managed and maintained in accordance with the RSAF Maintenance Policy and mandatory Continuing Airworthiness requirements.  This role reports to the Typhoon Fleet Manager.

To provide proactive support and co-ordinated management of all related Technical Instructions in support of the RSAF Typhoon fleet, to ensure that all Technical Instructions are maintained up to date and delivered to all registered users (and stake holders) in a timely manner to ensure the continued airworthiness of the Typhoon platform and its associated support equipment.

To interface directly with the RSAF at all levels, helping their understanding of the Typhoon Technical Instructions requirements and priorities, whilst assisting with the development of Saudi National expertise in Typhoon Technical Instructions.

 

Responsibilities:

Provide a focal point within the TSC for all tasks associated with the management and distribution of all Technical Instructions applicable to the RSAF Typhoon fleet, including but not limited to: Industry Airworthiness Instructions and RSAF National Instructions.

Provide the primary Instruction interface between the RSAF, TTSS and Industry regarding the management of in-service and industry queries relating to issued Technical Instructions, including the nationalization of RSAF Technical Instructions.

Provide the primary interface into RSAF HQ for the approval and authorisation of National Instruction changes.

Provide support to TSC Fleet Management and maintenance management personnel for the prioritisation and implementation planning of Instruction issue and updates.

Help co-ordinate the development of RSAF Engineering Authority (EA) National Instructions with relevant TSC Specialists and maintenance personnel, including technical validation, first time compliance and approval activities.

Co-ordinate with the Technical Instructions Kit Set Controller to support the development and issue of parts and materiel to enable the embodiment of National Instructions in accordance with the time compliance requirements.

Liaise with all maintenance personnel in order to gain feedback and issues relating to issued Instructions and support the co-ordination and management of the feedback with an understanding of the impact of any change on both Publications and Instructions.

Develop and maintain RSAF Policies and Procedures relevant to the management and distribution of Typhoon Technical Instructions.

Ensure that ITAR and Document Security Policy and Procedures are adhered to when handling relevant Publications or Technical Instructions data.

Receive, store, and distribute all Typhoon Technical Instructions.

Maintain a database of all Technical Instructions such that they can be controlled and configured, with a data retrieval system for the preparation of Performance Metrics and Status Reports.

Assist in the analysis of technical specialist reports and data provided by In-Service Data Analysis (ISDA) in order to identify any problem trends where Technical Instruction improvements can be made.

Support local review meetings for Technical Instruction related matters to ensure day to day issues are resolved or escalated.

Attend formal review meetings where Technical Instruction matters are discussed, as directed by the Fleet Manager.

Support TP&I Process, Work Instruction and Logbook improvements.

Support structured On-the-Job training for Instruction Instructions staff, in the form of training, coaching, work experience and mentoring as appropriate.

Log and record all role-related tasks and actions in accordance with local procedures or as directed by the Typhoon Fleet Manager.

Review and recommend process improvements via Continuous Improvement principles.

Generate Ad-hoc reports and presentations as required by senior RSAF and BAES management relevant to Technical Instruction activities.

Undertaking any additional or reasonable task as may from time to time be requested by TSC or RSAF management.

 

 

 

Job Requirements:

 

Essential:

Qualified to HND level (or equivalent) in an Aeronautical / Mechanical / Electrical engineering discipline, with significant experience of an aircraft maintenance and management support organisation.

Understanding of Technical Instructions principles and practices, including the RSAF requirements for continuing airworthiness management.

Experience in the use of Technical Instruction Management Systems and the use of Microsoft Office programmes.

Desirable:

Have knowledge of the operation, maintenance and support of modern combat aircraft systems, their relevant maintenance management systems and airworthiness processes.

Knowledge of RSAF or other MAA/CAA Technical Instructions management requirements would be advantageous.

Familiarity with the Typhoon Engineering Support System (ESS) and trilogiView IETP or similar.

Familiarity with the Teamcenter application or similar Information Storage and Retrieval system.
