JOB PURPOSE 
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia.  We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

The Fleet Operations Manager is responsible to the Head of Fleet Operations, for directing and leading the Fleet Operations and Fleet Management Advisory Service teams, to ensure delivery of the Salam flying operations service. The Fleet Operations Manager is the key customer interface for the Salam Support Solution (SSS) programme with King Fahad Air Base Taif, and is responsible for providing, advice and recommendations on all matters of Salam Flight Operations and Fleet Management and to exercise tactical and strategic leadership of both the fleet and the flying programme. The post holder is responsible for establishing effective customer relationships, day-to-day management of the Salam contract and deliverables, and to ensure all stakeholders are appropriately advised in support of delivering the Salam Project. The role has significant influence over the RSAF Typhoon Fleet strategic direction and the future Salam strategy responsible for achievement of contractual deliverables. The post holder is responsible for deputising for the Head of Fleet Operations in their absence or if and when required.

JOB ACCOUNTABILITIES

  • Develop and foster long term relationships with the customer executive teams at King Fahad Air Base Taif and the relevant executive Teams in BAES E&I and Eurofighter in order that a cost-effective future fleet strategy can be developed, planned and achieved. 
  • Manage the delivery of Annex B to Typhoon LOA 2 SoW contracted flying hours in line with the baseline flying programme (BFP) and exert influence with key on base stakeholders, Sqn Cdrs, MSC and TSC Cdr, if contractual margins are declining or exceeding contractual agreements.
  • Provide integration of the Flying Operations’ disciplines to ensure that the RSAF Typhoon Fleet remains agile to meet current and future force priorities and flying hour demands, inclusive of any business opportunities that can be realised.
  • Provide joint-management of the Prime Contractor Fleet Management team and manage the Flight Operations team, to advise the RSAF Fleet Management delegated authority holders and RSAF Sqn Cdrs on all Typhoon Fleet Management activities. Fleet operations activities, including Capability Insertion, are to be integrated and deployed through the RSAF Command Structure, the Integrated
  • RSAF Training and Operational Squadrons and Maintenance Organisations.
  • Develop jointly with the customer, through the Typhoon Fleet Strategic Steering Board, the 10-Year Fleet Planning Master Data & Assumptions List (MDAL), the RSAF Typhoon Force Priorities and the Strategic and Tactical Fleet plans which meet the operational requirements of the customer and the contractual requirements of the Salam Project.
  • Formulate and present plans for approval and influence customer decisions with regards to scheduled and unscheduled maintenance, in order to keep the Typhoon fleet available and capable to execute the force priorities and comply with mandated airworthiness requirements such as scheduled maintenance.
  • Enhance and augment the Capability of the current Fleet Management Organisation by developing and deploying fleet management policy underpinned by repeatable processes and procedures, developing and deploying modelling capability using the Witness Toolset and developing and deploying strategic and tactical planning capability by managing IMS.
  • Provide oversight (or Line management, if no Typhoon Operations Manager) of Eng Ops Controllers and HMSS and lSE Shops personnel.
  • Provide operations advice to TTSS, to support the development and review of the Continuing Airworthiness Management Exposition (CAME), including its integration with the Salam Flying Organisation Exposition (FOE) and also the MOE (Pt145 activities).
  • Support the Salam Fleet Management Organisation and Flight Operations Organisations, in their compliance with the Contractual Requirements of Annex B to Typhoon LOA 2 SoW, the RFL 47166-2 and the BAESSA M&CA Directorate Mandates.
  • Provide frequent reporting to support key performance indicators for the Annex B to Typhoon LOA 2 SoW contract covering Fleet status, overall flying hours’ achievement, scenario modelling and operational readiness.
  • Provide support to all Taif Operational & Management reviews and Riyadh-based reviews as required.
  • Build and maintain a constructive and trusting relationship with the RSAF Customer, MODSAP, RAF and Typhoon core programme personnel.
  • Provide a structured training programme to support the development of RSAF Operations and Fleet Management staff.
  • The pre-emptive management of personnel attrition to ensure business continuity with the identification of Operations critical roles & successors and competence development plans as required.
  • Development of Operations Saudisation Plans to meet the Salam’s Vision 2030 & Salam’s Saudisation objectives.
  • Support and provide inputs to the estimates at completion (EAC) process and on-going resource plans to meet the requirements of the Annex B To Typhoon LOA 2 SoW SSS contract.
  • Support on-going Engineering and Life Cycle Management activities including the definition of engineering change and capability insertion.
  • Develop and adhere to local SHE plans reporting on hazardous occurrences including accident / incident collation and reporting.

RECRUITMENT 
Essential

  • Extensive proven relevant work experience of which substantial proven experience should be from a flying operation support environment delivering a fast jet performance-based support contract, with emphasis on Operations Support.
  • In addition, extensive proven management experience of military aircraft maintenance.
  • A recognised qualification to NVQ3/ONC/OND/BTEC level in a relevant technical discipline, or a technical apprenticeship, or Engineering Discipline or suitable equivalent technical qualification acceptable to M&CA

OR 

  • Part 66 licensed (current or lapsed), or suitable equivalent technical license acceptable to M&CA
  • An Awareness level of knowledge of the aircraft types managed and an Awareness level of Fleet Planning skills.
  • A Practitioner level of knowledge of the operations environment and of maintenance performed in workshops.
  • A Practitioner level of operations’ management skills and a Practitioner level of experience of aviation support services
  • Degree in Relevant technical discipline

Desirable: 

  • Computer literate with a sound understanding of the Microsoft Office suite.
  • Knowledge of BAES Saudi Arabia and the Royal Saudi Air Force.
  • Broad aerospace and defence company / industry knowledge.
  • Incorporated / Technician or Chartered Engineer with an appropriate professional institute such as Saudi Council of Engineers, Royal Aeronautical Society or Institute of Engineering & Technology.
  • Knowledge of export control requirements (ITAR/USEC).
  • Experience of working in the Middle East and/or working with the RSAF.
