The
Engineering Logistics Portal (ELP) Operator will be responsible for the
management of all Typhoon repairable assets which have failed at Forward and
require tasking via the ELP process.

The post holder will
supervise of all assets as they pass through the Quality Gate, Engineering
Tasking and Repair Scheduling. Directly interfacing with the Part M engineer,
Repairs Inventory Planner and Part M Repair Scheduler.
Core Activities
  • Completion of activities – Ensure all ML2/ML4
    activities and transactions are appropriately documented and maintained on the
    IMS system.

  • Support daily activities including
    facilitation, deputation and management of reviews where necessary.

  • Provide effective demand management for all
    ML2/ML4 activities by meeting delivery targets, monitoring and reviewing
    performance against contractual KPI’s .

  • Ensure any shortfalls are identified, resolved
    or escalated where necessary.

  • Support the team, and compile appropriate
    reporting mechanisms to identify any issues, resolve or escalate as
    appropriate. They will also be responsible for the facilitation, deputation and
    management of reviews where necessary.

  • Ensure that department procedures and
    processes are in place and adopted to ensure safe working.

  • Management and maintenance of effective
    working relationships with all stakeholders.

  • Liaison with (and provide specialist advice
    and guidance to) inventory planning, procurement, engineering, finance and
    line/bay maintenance in order to overcome supply and demand problems, liaison
    also extends to service providers and partners.

  • Analysis and interpretation of usage and
    transaction data to identify repetitive problems and inform appropriate
    stakeholders and where appropriate support the implementation of any corrective
    action.

  • Facilitate the progression and hastening of
    urgently required items.

  • Support team members in generating the
    required work output to meet all requirements of the business, customer and
    contract.

  • Support the creation of the supply chain
    operations infrastructure to deliver the contract.

  • Support the continuous development of the
    Supply Chain procedures ensuring a safe working environment.

  • Mentoring the QEAF staff as they join the MOB
    Organisation from the Qatar Technical Institute in repair activities.

  • Ensure all ML2/ML4 assets routed through the Engineering
    Portal for Engineering Quality Checks and Repair Scheduling.

  • All repairs carried out to meet DF&P
    requirement.

  • Interface with the Store’s supervisor and
    controller, Part M engineer, Repairs Inventory Planner and Part M Repair
    Scheduler.

  • Hold regular Repair Reviews to ensure that
    items are delivered back to the internal customers in line with these
    requirements.

  • The post holder will be required to use
    performance data and metrication to highlight successes and potential issues to
    senior management.

  • Ensure both
    internal and external customers receive the level of service expected of
    business KPIs; specifically the QEAF Typhoon Fleet receives what they need on
    time and to the highest quality.

  • Support the analysis
    and interpretation of Supply Chain data to identify repetitive problems and
    inform appropriate stakeholders. Where appropriate, support the implementation
    of any corrective action.

    progress to ensure trends are identified and enacted upon to reduce impact on
    continuing airworthiness or contractual KPIs.  Resolve problems where necessary and escalate issues to the Supply Chain
    Operations Manager as appropriate.

  • Completion

    Maintenance areas.

    & Assurance
    – Ensure demand management
    activities are compliant with the Part M procedures, in conjunction with the
    Part 145 Maintenance Governance and Assurance framework. Support any audits and
    respond to any findings in a timely manner.

  • Statutory
    / Regulatory & Legislation requirements
    – Able to demonstrate a detailed understanding and application of the Continuing
    Airworthiness Regulatory Framework and ensure the organisation is advised of
    any changes; ensure compliance with all other requirements, e.g. ITAR/WOME.

  • Contractual
    Requirements

    Ensure personal and team awareness of all applicable contractual requirements
    and incorporate any changes into activities as appropriate.



Requirements

  • Requires knowledge of an operational supply chain in a Continuous
    Airworthiness Organisation, protocols and procedures.  Understands where and how to gather asset
    requirement information, and how to interpret this information in a range of situations.

  • Has strong relationships within maintenance operations and all its
    dependency functions e.g. procurement, engineering disciplines, partner,
    supplier and customer organisations.

  • Must understand constraints and lead times associated with ML2/ML4
    activity and the importance of prioritisation.   Working with the appropriate stakeholders to ensure as much up front
    planning is done in a proactive manner to avoid any unnecessary priority
    demands.

  • Requires a basic functional awareness that will be developed over the
    life cycle of the role. Continuous improvement, capability development and
    sustainment are also an integral part of the role.

  • Requires analysis and planning skills along with key relationship
    building and problem solving skills, able to use appropriate IT systems.

  • This person would be seen as competent in Supply Chain/Maintenance
    operations working as a joint team and be able to define the processes, propose
    improvements and manage those improvements in the day to day running of the
    operation.

  • Valid Driving Licence
  • Institute of Supply
    Chain Management Level 3 or its equivalent is desirable but not essential.
