Located on Al Udeid Airbase in Doha, the Qatar
Technical Institute provides internationally recognized training programs to
the Qatar Armed Forces, consisting of Foundation Training, General Engineering
and Specialty Type Training. Supporting Qatar vision 2030, this ensures
personnel are equipped with appropriate skills and knowledge for a career in
the Armed Forces. The
Senior Project Professional role is focused on both Project Management & Project Control,
including the operational day-to-day running of the Technical Institute,
through to the mobilization of the long-term Technical Institute solution. Working
in a co-located environment closely alongside the QAF customer, the role
necessitates professionalism and maturity from the outset and is an excellent
opportunity to obtain hands-on experience in both a customer facing and
training environment.

The role will include: 
  • Project
    Management & Control of the delivery of Speciality Type Training

  • Project Management
    ownership of various Major Work Elements, their CSR inputs and associated
    reporting requirements

  • Project
    Management of the Technical Institute Resourcing Plan, and associated
    sub-contracts

  • Project
    Management of the Technical Institute Capacity Plan

  • Ownership and management
    of a robust Technical Institute change process, retaining compliance with
    programme and organisational requirements

  • Ensuring the Technical Institute adheres to BAE Systems Project Control
    & Management governance, processes, and procedures

  • Ensuring effective integration with the wider Qatar-based organisation,
    namely the Facilities, MoB and Qatar Branch Office entities.

  • Support to solution definition, requirement compilation/derivation and
    initial cost estimating for New Business opportunities

Core Activity:

The role will immediately deploy into Qatar with
regular communications with various UK based functions.

Day to day duties include:

  • Solution Definition Documentation through to the Statement of
    Requirements and Statements of Work for any New Business opportunities,
    alongside associated initial cost estimates and integration with functional
    representatives (e.g. Estimating / Commercial)

  • Project Management Delivery activities associated with the Technical
    Institute Recurring Service Training Delivery

  • Maintenance of the TI capacity planning tool, ensuring topicality at all
    times.

  • Ownership of Resource Planning, Capacity Planning and any subsequent
    updates to sub-contracts (BSL)

  • Act as the focal point in the Technical Institute for BSL contract
    changes

  • Act as the focal point for all Export Control queries
  • Act at the focal point for the Technical Institute Change Control
    Process

  • Compile underpinning data in support of the quarterly CSR
  • Compile underpinning data in support of programme reporting (OPR, Risk
    & Ops, CCB)

  • Management of Technical Institute IT, including Project Management and
    Control challenge into CAM488 and their associated deliverables into the TI
    project, stand-up of the service and associated transition to a recurring
    service delivery

  • PM support to the stand-up of Fusion Learning Management System
  • Creation of periodic reports for all relevant, internal and external stakeholders.
    Ensuring Technical Institute progress is communicated effectively.

  • Support to the delivery teams (e.g. Vocational Training Delivery) to
    track and report on budget, schedule, and quality.

  • Support the Project Management Lead in Contract Status Report (CSR)
    reporting.

  • Support to the Integrated Business Planning process.
  • Management of project change through the QPO change management process.

Key Accountabilities:

  • Act as the focal point for the Technical Institute New Business, including
    initial solution development, cost estimating, and stakeholder engagement.

  • Ensure that the TI capacity planner and resource planner is kept current
    and reviewed monthly with the TI leadership team to ensure topicality.

  • Act as the focal point for all export licensing queries and compilation
    of draft license applications, for onward transmission by the Export Control
    Team.

  • Collate designated slides for the Operational Performance Review pack for
    the TI, where necessary, collating inputs from other stakeholders/slide owners.

  • In support of the Project Management Lead, collate the quarterly CSR
    inputs for each Major Work Element under your responsibility.

  • Provide Project Management and Project Control ownership of all the
    requirements, enablers and delivery of Speciality Type Training and Information
    Management & Technology (IM&T)

  • Facilitate strong integration links via regular communication with the
    Facilities organization and the Branch Office, supporting the Contract &
    Assurance Manager in the development and implementation of an effective
    Communications Strategy.

  • Management of BSL partner resource demand and associated budget, through
    periodic updates to contract documentation as required.

 


Requirements

In an operational, fast paced setting, candidates must have: 

  • Strong organizational and motivational skills.
  • Ability to coordinate multiple priorities in a
    dynamic operating environment, working with a high degree of autonomy. 

  • Experience of communicating with the customer
    community whilst understanding the cultural sensitives of the Middle East
    environment.

  • Ability to work in a diverse environment of varying
    nationalities, cultures and backgrounds.

Working in this role, candidates must have: 

  • APM Project Management Qualification or IPMA Level
    D equivalent

  • 5-years’ experience working in complex Project
    Control systems

  • Ability to discharge Project Management delivery
    and Project Control responsibilities in tandem

  • Competent in the use of IT, spreadsheets, word
    processing and database management

  • A desire to drive the increased use of cutting-edge
    technology in the Technical Institute

It would be highly desirable (but not necessary) for candidates to have: 

  • APM Project Professional Qualification (was APM Practitioner
    Qualification) or IPMA Level C equivalent

  • Additional Language Skills pertinent to the Middle
    East environment
