JOB PURPOSE 

BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia.  We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

The Typhoon Support Centre (TSC) is a forward element of the Royal Saudi Air Force (RSAF) Headquarters (HQ) Typhoon Weapon System Support Team (TyWSST), responsible for undertaking a range of engineering and support tasks with a focus on continuing airworthiness, safety, operational capability, availability and through life cost reduction.

Reporting to the TSC Commander, the Technical Services Manager is responsible for the management of the functions that comprise the TSC; Fleet Management, Data Management, the Integrated Logistics Operations Centre (ILOC) and Safety & Quality.

Acting under an RSAF Letter of Delegation, the post-holder will ensure the effective development and control of the RSAF Typhoon Maintenance and Structural Integrity Programmes, comprising scheduled maintenance tasks and authorised policies and practices.

They will ensure the generation of strategic Typhoon Fleet plans for RSAF HQ approval for the effective management of scheduled maintenance, modifications and upgrades, fatigue and flying hour consumption.

They will ensure effective monitoring of the compliance of the RSAF Typhoon fleet against the maintenance and continuing airworthiness requirements as defined in the approved Typhoon maintenance programme.

They will ensure the timely authorisation and incorporation of Technical Instructions for continued airworthiness, including Special Flying Instructions, Special Technical Orders, and Maintenance Policy Updates within the Engineering Support System.

They will recommend and authorise the development of RSAF National Instructions (NI) as appropriate for authorisation by RSAF HQ under RSAF Engineering Authority (EA) in order to implement timely action to resolve safety, airworthiness and maintainability issues.

They will ensure the management of the configuration control of the RSAF Typhoon Weapon System and maintain a record of fleet configuration standards.

They will ensure effective analysis of the Typhoon Maintenance Programme through the establishment of an effective reliability programme and In-Service Data Analysis function.

They will ensure that the ILOC acts as an effective focal point for communication between the TSC, Maintenance Operations Flight (MOF) and Scheduled Maintenance and Upgrade (SMU), providing strategic direction on maintenance and logistics issues to enable MOFs to deliver efficient maintenance support to their respective Typhoon squadrons.

They will act as focal point for in service safety and airworthiness issues and liaise with maintenance management personnel and industry Airworthiness Authorities for the provision of advice and recommendations to RSAF HQ to support continued safe operations.

They will approve and prioritise as appropriate, in conjunction with the Head of Typhoon Technical Support Service, those Engineering Support tasks to be undertaken by Industry

under the provisions of the Salam Support Solution contract, in order to support the continuing airworthiness and operational capability of the RSAF Typhoon Fleet.

They will monitor the performance of Industry in the delivery of Engineering Support tasks to ensure that services are provided in accordance with Service Level Agreements and support RSAF operational capability requirements.

Delegate authority to direct reports within the TSC as appropriate to enable the satisfactory completion of the above activities.

They will provide mentoring, coaching, work experience and support to RSAF Officers and Saudi National and Expatriate Employee BAE Systems staff as required. 

JOB ACCOUNTABILITIES

  •  Act as the focal point for In-Service safety and airworthiness issues and liaise with RSAF and Prime Contractor stakeholders and industry Airworthiness Authorities for the provision of advice and recommendations to HQ RSAF in support of continued safe operation of both individual aircraft and the fleet as a whole.
  • The job holder is required to facilitate implementation of HQ RSAF directions into the Typhoon stakeholder community at all levels in order to ensure that the RSAF Typhoon Fleet remains capable, available, safe and supported.
  •        The candidate is also required to act as advisor to the TSC Commander on all matters relating to the Continuing Airworthiness of the Fleet. He will mentor junior RSAF Officers on all such matters and will assist in the development of Saudi Nationals, RSAF and civilian, in support of the objectives of the RSAF and the Kingdom of Saudi Arabia’s 2030 Vision.
  •       The job holder will lead and manage the Technical Services element of the Typhoon Support Centre.
  •        Management and maintenance of the RSAF Typhoon Fleet Operational Maintenance Programme.
  •        Timely planning, generation and authorisation of RSAF Typhoon Technical Instructions, Special Flying Instructions and Maintenance Policy updates to ensure compliance with maintenance and continuing airworthiness mandates from the Design Organisation and RSAF Engineering Authority.
  •        Where such compliance is not possible, the job holder will escalate to the TyWSSM as appropriate to ensure that hazards and risks are clearly understood and managed.
  •        Identify and mitigate emergent Fleet integrity issues, within the bounds of the authority granted under his Letter of Delegation, escalating as appropriate.
  •        Prioritise and approve, in conjunction with the PC’s Head of Technical Services, those Engineering Support Tasks to be undertaken by industry under the provision of the Salam Support Solution (SSS) Contract, in order to support the continuing airworthiness and operational capability of the RSAF Typhoon Fleet.
  •        Monitor the performance of the PC in the delivery of the Technical Support Services contracted under the SSS Contract to ensure that they are provided within agreed Service Levels and that they support RSAF Typhoon Fleet requirements.
  •        Management of the introduction of new capabilities to the RSAF Typhoon Fleet to maximise benefit and minimise adverse effects through application of the Defence Lines of Development model, TEPIDOIL (Training, Equipment, Personnel, Information, Doctrine, Organisation, Infrastructure, Logistics).
  •        Assist in the development of tactical and strategic plans for the RSAF Typhoon Fleet to ensure it is able to deliver upon its operational commitments.
  •        Ensure the effectiveness of the Typhoon Maintenance Programme is monitored through the analysis of the data provided by the reliability programme and In-Service Data Analysis function and authorise recommendations.
  •        Ensure management of the configuration control of the RSAF Typhoon Weapon System and maintain a record of the fleet configuration Standards.
  •        Manage the review of reports and recommendations issued by the TSC In-Service Data Analysis (ISDA) team in conjunction with TSC Technical Specialists, the ILOC and Forward Operations personnel in order determine appropriate actions or initiate further investigation.
  •        Initiate ad-hoc analysis of Typhoon sub-system data by TSC ISDA team and relevant Technical Specialists to support decisions on the timing and release of Technical Instructions.
  •        Direct ad-hoc analysis of specific system in-service data by ISDA and Technical Specialists.

RECRUITMENT SPECIFICATION

Essential

  • Qualified to MSc/ Degree level in an Aeronautical Engineering Discipline, with significant experience of a design and support engineering organisation within an aircraft related industry.
  •  Experience of operating in a formal governance role within a military or civilian Continuing Airworthiness Management environment.
  • Considerable experience of military aircraft design, continuing airworthiness, support and maintenance as well as having acted in an Engineering / Support Authority role with accountability for the delivery of aircraft and service safety for continuing airworthiness.
  • Experience working in an availability contracting environment, together with working in a phased capability upgrade programme.
  • A thorough knowledge of the operation, maintenance and support of modern aircraft combat systems with their associated maintenance and records management systems is essential.
  • The job holder will have considerable experience of managing and delivering complex programmes to time, cost and quality.
  •  Knowledge of the RSAF Regulatory Framework for Logistics or similar, military governance framework.
  •  Capable of managing a multi-skilled, multi-national team, integrating it into a virtual, multi-agency, team, which may be geographically dispersed.
  •  Proficient in strategic thinking and able to communicate complex ideas and solutions across the management command chain.
  • A seasoned knowledge of statistical, analytical and management presentation techniques.
  •  Experience of mentoring and coaching in order to build effective teams.

Desirable

  •        Knowledge and experience of the BAE Systems Operational Framework.
  •        Experience of Typhoon or other fast jet platform.
  •       Experience in an aircraft military support/maintenance environment at management level.
  •        In-depth knowledge of capability insertion, data and configuration management, fleet planning, aircraft maintenance and flight safety instructions.
  •        Knowledge of the Typhoon Engineering Support System (ESS) and use of the Microsoft Office suite of programmes.
  •        Familiarity with the TeamCenter application as a user.
  •        Experience of operating throughout all stages of the CADMID lifecycle.

RECRUITMENT

The candidate must be capable of holding a Letter of Delegation for Safety and Continuing Airworthiness under the authority of the Typhoon Weapon System Support Manager. As such, they should have held similar positions and will ideally come from within BAE Systems, or currently serving within the RAF / RSAF, to ensure familiarity with Typhoon Fleet requirements and procedures.
